Abstract

This study analyzed cyber-attacks in the Province of Apayao to develop a proactive, localized cybersecurity awareness program. Using a descriptive-developmental research design, data was gathered through structured surveys and qualitative interviews from college students, employees, business owners, and individual internet users. Findings revealed that phishing, account hacking, and online scams were the most prevalent threats, driven by vulnerabilities like weak passwords and clicking suspicious links. Crucially, while respondents demonstrated high awareness of basic practices like password management and two-factor authentication, actual preventive behavior was only moderate, and participation in formal training was low. This discrepancy highlights a critical knowledge-practice gap, with cyber-attacks resulting in data loss, reduced digital trust, and emotional stress. The study concludes that theoretical awareness is insufficient to mitigate risks without structured behavioral reinforcement. Consequently, it recommends implementing a localized cybersecurity awareness program focused on continuous training, policy enforcement, and behavior-based interventions to enhance regional cyber resilience.
