Perceived Effectiveness of Provincial Agrarian Reform Coordinating Committee (PARCCOM) in the Implementation of Agrarian Reform

Abstract

This study examined the perceived effectiveness of the Provincial Agrarian Reform Coordinating Committee (PARCCOM) in implementing agrarian reform programs in Apayao. Using a descriptive-survey design, data were gathered through questionnaires and interviews among ARBs, DAR employees, PARCCOM members, and PCIT members. Findings showed that PARCCOM was generally perceived as “Very Effective” in coordination and planning, resource allocation and support, monitoring and evaluation, and stakeholder participation. The study also identified challenges such as financial constraints, limited authority, communication gaps, and low stakeholder participation. Respondents recommended increased funding, stronger coordination, continuous capacity-building, and improved monitoring systems. Overall, the study concluded that PARCCOM plays an important role in effective agrarian reform implementation, although operational improvements are still needed to enhance its long-term impact.
